摘要
循环经济是可持续发展的经济增长模式.在简要介绍循环经济的基本原则和实现途径的基础上,提出循环经济的技术实现途径应包括清洁生产、绿色制造、工业生态系统、企业环境管理系统,以及废弃物回收利用和处理社会化体系.循环经济的动力机制应考虑消费拉动、政府采购、政策鼓励、市场化排污许可证制度,以及公众参与和监督.循环经济的法制建设应进一步加强和完善.
Cycle economy (CE) is a sustainable development of economy. The introduction firstly goes to the general principles and approaches to realize cycle economy. It is then argued that the technical approaches to realize CE should include clean production, green manufacturing, eco-industry system, environmental management system for enterprise, and social system of collecting, reusing and disposing of wastes. It is also pointed out that the motive mechanism should focus on consuming pulling, governmental purchasing, policy encouraging, market mechanism for waste draining or dumping, public participating and monitoring. Finally, it is suggested that legal system for CE should be promoted and improved.
