摘要
从土地储备机制与投融资机制设计角度,阐述崇明越江通道工程建设中土地储备机制与投融资机制相结合的意义、原则和可行性及土地储备机制与投融资运作机制方案的设计思路、优缺点和前提条件等,提出土地储备与投融资方案的流程设计,分析、研究工程投资中带来的土地增值收益、土地储备价格、用地类型和土地储备范围等,探讨将上海市土地储备机制与重大工程建设投融资机制相结合,从而使政府将在重大工程投资中带来的土地增值效应纳入工程建设投融资机制,对于上海市城市建设和经济发展有着重要的战略意义和应用价值。
From the viewpoint of design of land banking mechanism & investment and compensation for Chongming Bridge & Tunnel Project in Shanghai, the author analyzes its significance, principle, feasibility, perquisites, etc. and put forward its design procedure. Added value owing to land banking as well as its price and types are also discussed. A practical case of land banking mechanism & investment and compensation is presented in order to explore new financial ways for the construction of important projects in Shanghai.
