摘要
“执政方略”,是执政的通盘计划、策略或谋略,主要是执政党采用什么战略促进经济社会发展和保证党和国家长治久安的问题,是执政党治理国家的指导思想、主要目标、执政主题、基本路线和执政策略的总和,包括党的大政方针以及各种发展战略等方面。党发展经济的基本方略:坚持以人为本,全面、协调、可持续发展的科学发展观,使社会保障体系比较健全,社会就业比较充分,家庭财产普遍增加,人民过上更加富足的生活;党发展政治的基本方略:坚持党的领导、人民当家作主和依法治国有机统一,使基层民主更加健全,社会秩序良好,人民安居乐业,从根本上保证国家的长治久安;党发展文化的基本方略:以“三个代表”重要思想为指导,发展面向现代化、面向世界、面向未来的,民族的科学的大众的社会主义文化,不断丰富人们的精神世界,增强人们的精神力量,促进人的全面发展;党推动社会发展的基本方略:坚持最广泛最充分地调动一切积极因素,构建全体人民各尽其能、各得其所的社会主义谐相处社会,推动整个社会走上生产发展、生活富裕、生态良好的文明发展道路。
The governance strategy is the comprehensive governance plan, policy or strategy, which is the main problem that is related to what strategy the Party in power adopts to promote the economic and social development, to ensure a long-existing peaceful situation for the Party and the country. This, as a whole, includes guiding concept, the main objectives, the theme of administration, the basic lines and governance strategies, with which the Party in power governs the country. Besides, the Party’s guiding principles, various development strategies and so on are all important. The basic strategy with which the Party develops economy is: to insist on putting the people’s interest in the first place and adhering to the concept of all-round harmonious and sustainable scientific development, to ensure a complete system for social benefits, a relatively high employment in the society, an increase in income in the majority of the families and a well-to-do life for all the people. The basic strategy with which the Party develops the politics is: to hold on to the organic integration of the Party’s leadership, the people’s status as the master of the country and the governance of the country based on laws, to make democracy more sound in the grass-root units, the society in good order and the people live and work in peace and contentment, so as to maintain the peace and stability in the country for a long time. The basic strategy with which the Party develops the culture is: to take the “three represents” as the guideline, to develop the national, scientific and popular socialist culture for modernization, for the whole world and the future, to ensure people’s spiritual world, to strengthen the spiritual power of humans and to promote the all-round development.
