摘要
本文运用博弈论模型,对行政事业单位非经营性国有资产转为经营性资产进行了分析,为“非转经”规范管理提供了理论依据,为政府与行政事业单位双赢指出了路径,实现政府既有产权收益,行政事业单位又可弥补财政拨款不足。
This paper constructs a game model to analyse the course of transforming nonmanagerial state-owned assets of administrative organs and institutions into managerial assets,which provides the theoretical base to the effective management and points out the correct measure to be beneficial to both government and administrative organs and institutions.On one hand,government gains some profits,on the other hand,administrative organs and institutions compensate the insufficiency of financial allocation.
