摘要
本文在揭示伊犁谷地逆温特征、逆温带气候资源特点及过温带在农业生产上的作用和意义的基础上，重点对逆温带开发利用及总体设想进行了较为详尽的探讨，同时提出了逆温带开发措施及组织管理的几点建议。
