以人为本,就是指以人为价值的核心和社会的本位,把人作为发展的最高价值和目标。发展是我们党执政兴国的第一要务。树立科学的发展观,坚持经济社会全面、协调与可持续发展,必须把以人为本作为发展的最根本的价值取向,渗透于发展的各个方面,贯穿于发展的全过程,真正做到一切为了人,一切服务人,一切依靠人,通过经济社会文化的发展促进人的全面发展,同时又通过人的全面发展促进经济社会文化的全面协调与可持续发展,建立社会主义和谐社会。
The human-based refers to development with human as the center of values and as the body of societies, and with human as the top value and determination of development. Development is the first important task for the Party to hold powers for the rise of China. Establishing the scientific developing view and sticking to the overall, harmonious and sustainable development of social-economy, we must treat human-based as the most fundamental value-orientation, having it infiltrated into development in various respects and permeated in the whole process of development, and thus really to realize all for human, all serving human and all depending on human. Through the development of economy, society and culture, can the overall development of human be promoted, and meantime through the overall development of human, can the overall, harmonious and sustainable development of economy, society and culture be enhanced, to establish harmonious socialism.
