关于人才强国战略的几点思考

摘要 知识经济赋予人才强国战略的必然性体现在:知识经济产生的根源凸显了智能资源的重要性,人才是知识经济运行的核心。建构与实施人才强国战略的理论价值,体现在建构人的全面发展理论在社会主义初级阶段的实践观念,有利于完善社会主义现代化宏观战略的科学体系,其实践价值体现在彰显人的创造性,实现人的现代化,指导人才的培养、开发与使用。人才强国战略的建构与实施必须坚持创新原则,必须解放思想,更新观念,而相关的具体制度创新是关键。 The inevitability of knowledge economy leading to the strategy of reinvigorating China through human resource development is embodied in that the root of knowledge economy brings intelligence resources into prominence and human resources are the core of knowledge economy. The theoretical value of framing and executing this strategy lies in the formulation of the idea to apply to practice the theory of an all-round human resource development in the initial stage of socialism and benefits perfecting the scientific system of socialist macroscopic strategy of socialist modernization. Its value in practice is embodied in illustrating man's creation, realizing man's modernization and guide the cultivation, development and employment of human resources. The principle of originality must be abided by in the formulation and application of this strategy with mind emancipated and ideology renewed. The essence lies in the creation of the systems concerned.
