摘要
分析了政府干预科技活动的必要性,由此提出了目前我国实施科技发展政策的必要性。认为21世纪我国科技发展政策应主要着眼于以下几个方面完善和发展国家创新体系;推动农业和医药科学技术进步;有重点地加强对基础研究的支持;积极推动绿色技术创新。
The necessity of government interference in scientific activities is analyzed. Based on this, the significance of S & T development in China is presented. Several countermeasures are put forward such as perfecting and developing innovation systems, promoting the advancement of agriculture, supporting fundamental researches and strengthening green technology innovation.
