摘要
公共管理,是政府行政机关采取组织的、命令的或政策的方式,对社会进行公平的、低成本的和高效的管理活动。公共管理是一个系统的复杂的工程。特别是现代社会,国家行政机构日益庞大,公共事务日趋复杂,公共管理人员不断增多;管理业务高度专业化,管理手段日趋现代化;在公共管理中如何进一步转变政府职能,提高公共管理效率是全面建设小康社会,构建和谐社会的关键。
Public administration is a series of fair, low-cost and efficient administrative activities that the government administrative departments take to coordinate the society by organizing, commanding and policing. It is a systematic and complicated project. Especially in modern society, the national administrative departments are growing in size, the public affairs are becoming more complex, and the number of public administrative personnel is increasing. As a result, administration becomes highly specialized and the methods are modernized. For building a well-off and harmonious society, the key issue is how to take a further step to change the roles of the government and raise the efficiency of the public administration.
