摘要
政府内部性的存在与膨胀,扭曲了公共行政价值关系,成为制约公共行政改革的瓶颈。“新公共管理”运动的实质即在于从价值理念及实际操作中,突破这一瓶颈,构建适应信息时代的公共行政新模式。
The existence and expansion of governmental internality warps the value relation of public administration,and becomes a bottleneck in the reform of public administration.The essense of the “New Public Management” movement is to break through this bottleneck and construct a new mode of public administration.
