New city construction does not merely mean the activities of material construction or real estate development.A sound development of a new city cannot be achieved without good guidance by development policies,correct industrial orientation, perfect master plan and workable development strategies,etc.Therefore consideration should be given to the urban spatial development system,spa- tial pattern,balance of population and employment, etc.in the construction of the modern new Kunming.
