摘要
通过回顾“十五”期间环境和生态目标的完成情况,结合对“十一五”期间我国经济增长特点及其对环境影响的分析,提出了“十一五”期间我国环境保护和生态建设的基本思路———强化对重点地区的“点上治理”,并据此确定了主要目标。同时建议采取以下对策:开展资源环境核算等以树立正确的政绩观;强化政策导向,通过产业政策和治理行动积极调整产业结构;大力发展循环经济,实现环境治理模式从末端治理向源头和全过程控制的转变;在污染末端治理中深化市场机制,建立“谁治理、谁受益”制度;完善法规和标准,加强环境管理能力建设;抓住重点流域水污染治理和改善自然保护区管理这两个重点目标;将生态建设和扶贫开发进一步结合起来。
The execution situation of the Tenth Five-year plan in the field of environmental protection and ecological construction is reviewed, and the characteristics of economic growth and its environmental impact in the Eleventh Five-year Plan period are forecast and analyzed. Based on them, a principal idea of environmental protection and ecological construction is put forward in the Eleventh Five-year Plan period, strengthening the “point treatment” in key areas, and the main targets based on the idea are set. for realize the targets, some countermeasures at national level are proposed as follows: launch resources and environmental cost accounting to set up an appropriate idea of officials' achievement, adjust the industrial structure actively through industrial policier and harnessing movement, develop circular economy, change the mode of environmental protection from rear end treatment to fountain head and process control, deepen the market mechanism in the process of pollution treatment, set up the system of 'who treat who benefit”, perfect interrelated laws and standards, strengthen the ability of environmental management, lay extra emphasis on two key targets: water pollution treatment in key river basins and management of the reserves,and combine the ecological construction and poverty alleviation at a higher level.
