摘要
程序法定原则是行政行为必须遵循的法律程序,步骤与方式则是程序法定原则的主要内容,方式与步骤的违法即构成了行政程序的违法,行政程序的违法则属行政违法,违法的行政行为只能被撤销,因此,提高行政人员的法律素质和行政程序意识,是遵行程序法定原则的关键。
