摘要
由于政府掌握着垄断性的政府信息,导致了政府和社会公众之间的信息不对称,极大地影响了“阳光政府”建设,只有通过强化信息公开的行政理念、推动信息公开制度化、加强信息载体建设等对策才能消除这种不利影响。
Because the monopoly information by the government results in the imbalance of information between the government and the public, which has greatly influenced the construction of sunshine government. The research on information imbalance has important theoretical and practical significance. The dissertation brings forward some methods to eliminate the adverse influence such as: enhancing the administrative thought of 'information democracy', pushing the institutionalism of information-opening and strengthening the construction of information carrier.
