摘要
本文通过对自然垄断理论演进的探讨,在全面认识自然垄断的经济、技术特性的基础上,简要说明政府管制的必要性。我国自然垄断产业的改革应该在政府和市场的双重主导下,在全面认识自然垄断产业特点的基础上,有的放矢地展开。
After studying the development of theory about natural monopoly and gaining an overall understanding of its economic and technological features, the paper briefly introduces the necessity of Government Regulation and analyzes the policy enlightenment to the reform on natural monopoly industry in China, concluding that the reform should be implemented under the guidance of both government and market.
