摘要
一个成熟产业集群的合作创新,即使在没有外界干预的情况下也应具有自增强的趋势。对产业集群内企业合作创新的自增强机制进行博弈分析表明,在产业集群的企业群体内,如果企业间进行合作创新只是短期的话,产业集群合作创新容易产生“搭便车”的行为,而长期合作则可能形成一种自增强的集群创新机制,并且政府在其形成初期发挥重要推动作用,但政府政策作用的最终目的应逐步从集群内淡出,以便形成不需要第三方干预的自增强创新机制。
There is a self-enhancing trend of cooperative innovation in a mature industrial cluster, even without a positive interference. Through a game analysis on the self-enhancing mechanism among enterprises within cluster, a short-term cooperation will easily lead to 'free-ride', while a long-term one will not. The government should gradually step out from such mechanism after its initial push forward.
