摘要 铁路运输企业如何适应运输市场需要,加速运输管理体制改革,已成为当前我国铁路运输企业改革的重要课题。作者认为,发达的运输市场经营机制,必要求有高标准的运输服务质量与之相适应。基于这一认识出发,本文强调了在我国长期被忽视的铁路运输列车工作质量问题,并通过对区段内各类运行列车组间第一层次和高层次列车晚点传播过程及其传播规律的研究,定义了列车后效晚点时间、必要列车运行图缓冲时间和列车运行工作时间质量指标等概念,推导出相应的理论计算公式。本文研究结果为进一步开展铁路运输服务质量问题和运输市场经营机制研究提供了理论依据。 An important problem in the current reform of China,s railway transportation in-dustry is what the industry should do to suit the needs of the transportation market and tospeed up the reform of the transportation management system,The authors consider that themechanism of flourishing transportation market administration requires higher standard oftransportation Service quplity to match.Based on this understandimg,this paper emphasizesthe railway train working quality which has been neglected for a long time in China. Throughresearches on the theory and process of train delay propagation of the first grade and highergrades among alI train families in a railway district,this paper defines the concepts of traindaughter delay time,necessary train diagram buffer time and train working time quality in-dexes,and derives corresponding theoretical formulas.The results of this paper Qffer a theo-retical foundation for further researches on railway transportation service quality and trans-portation market administrative mechanism.
