摘要
国家针对“三农”问题所开展的众多支农项目在实施过程中出现了普遍的不支农现象。通过对国际发展项目与国内支农项目的实施与管理机制的对比研究,发现国际发展项目中咨询制度的建立充分保证了项目的技术水平和实施效果,而我国的支农项目在计划、确立、实施、监测与评估等过程中存在明显的咨询制度缺失。为了保证支农效果,我国支农项目也应与国际接轨,引入咨询机制。
The international development project (IDP) and the domestic agriculture-supporting project (DAP) are compared in terms of implementation and management mechanisms. The author concludes that the consultative system in the IDP has well guaranteed the technical standards and results of implementation, while the DAP lacks such kind of consultative institutions. It is crucial for China to introduce such system to support agriculture effectively
