摘要
亚洲债券基金(ABF)的基本观点是各国自愿动用其巨额外汇储备的一定比例成立一个基金,用以购买区内各国(日本、澳大利亚和新西兰除外)发行的主权或准主权美元债券,目的是为亚洲债券市场的发展提供一个催化剂,因此是东亚金融合作与债市发展的新契机,对于稳定东亚金融体系、加强金融合作和发展东亚债市具有重大的战略意义,但它同时也面临不少挑战,因此,东亚各国唯有继续积极合作,才能实现ABF的绚烂前景。
The basic idea of the Asian Bond Fund is for all regional governments to voluntarily contribute certain amount of their huge reserves to a fund dedicated to purchase sovereign and semi-sovereign bonds, denominated in US dollar and issued throughout the region except Japan, Australia and New Zealand, Serving as a catalyst for the development of Asian bond markets. It therefore creates a new opportunity for financial cooperation and bond markets development in East Asia which is also meaningful in stabilizing financial system and enhancing financial cooperation. However, it also faces challenges. More effort should be made to reach its goals.
