摘要
政府绩效的评价标准和指标体系是发展观和政绩观的量化表现,财政收支结构则是这种量化表现的政府资金使用体现。构建政府绩效评价体系必须了解什么是政府绩效、决定政府绩效评价体系构建的基本因素和合理的评价标准。政绩考核的目标在很大程度上决定着地方财政支出结构,推行绩效预算可吸收政绩考核的有用之处。
