摘要
IP电话的出现不仅仅是对传统话音业务的冲击,同样也是对基于电路交换而制定的各国管制框架的冲击。目前大部分管制政策都无法适应IP电话大范围推广之后所带来的市场变化,因此很多国家都在考虑IP电话的管制问题。从全球IP电话管制政策的现状出发,对IP电话管制所关注的焦点问题进行了探讨。
IP phone has impacted on the traditional voice service and the PSTN-based regulation architecture around the world. At present, most of the regulation policy cannot adjust to the market change when IP phone is widely spread. So a lot of countries are considering the regulation of IP phone. Based on the status quo of global regulation policy, this paper discusses the regulation focuses of IP phone.
