摘要
本文在介绍海上油气田开发建设阶段项目管理的基本概念、主要原理和运行机制的基础上,结合绥中36—1油田项目管理的实践,重点论述了如何建立一个完备、权威和高效的项目管理机制。从甲方角度就改进和完善渤海公司海上油气田开发建设阶段的项目管理提出了建议:改变甲乙方的承包合同,实行完全的甲乙方管理体制;完善项目协调的办法,增强甲方的管理职权和管理能力,减少行政干预;健全费用控制体系和工作程序,加强项目成本核算。
Based on the description of the basic concept, main principles and the operating system, this paper discusses emphatical-ly how to build up a complete, powerful and highly efficient project management system in combination of the project man-agement practice in SZ 36-1 Oil Field, and proposes in accordance with improving the project management at the initial de-velopment and construction in offshore oil and gas field of Bohai Oil Corporation that the contract of both party A and party B should be improved to apply completely the party A & party B management system, the project coordination measures be bettered to strengthen the management right and ability of both parties, so as to decrease the administrative interference,and the cost control system and work procedures be made better in project cost accounting.
