摘要
素质性贫困在西部各种致贫因素中占有突出的位置,必须从思想观念、对策措施上思考全面推进西部地区的素质教育。培养具有创新能力和实践能力的高素质人才是高等学校教育的根本任务,国家要进一步为高校科技创新能力的培养和提高提供便利。中央民族大学必须围绕推进西部地区素质教育,进一步更新教学内容和形式。
The largest resources in the western region are the undeveloped human resources and quality poverty is the most prominent problem among various poverty causing factors in the western region. So, considerations should be given and countermeasures should be taken to pro-mote quality education in the western region in an all-round way. The basic task of higher education is to train high-caliber talents with innovative and practical competences. The state should provide convenient conditions to enhance the capacity for scientific and technological innovation of higher learning institutions. Further reforms of teaching contents and teaching patterns should be carried out in higher education of the Central University for Nationalities based on the central task of promoting quality education in the western region.
