摘要
本文介绍了《中华人民共和国可再生能源法》立法思路,立法原则与法律文本的主要内容。针对水电适用范围等一些具体条款和提出的五项基本制度,即总量目标、可再生能源强制上网、上网电价、费用分摊和专项资金制度等做了解释和阐述。
This article gives a brief introduction of the ideas of the Renewable Energy Law of People's Republic of China. Several principles for legislation are proposed. The main contents of the Law are explained in this paper, especially for some articles including the hydropower issue, and five proposed mechanisms including the national renewable energy target, renewable power feed-in, renewable power catalogue price, cost sharing and special fund.
