《国务院关于深化改革严格土地管理的决定》(以下简称《决定》)是新时期我国关于土地管理的纲领性文件。这个文件是在党和国家领导人亲切关怀和指导下,广泛征求意见,集中了方方面面人士的智慧而制定出来的。甘藏春司长作为文件起草者之一,对文件的形成过程进行了回顾,讲了《决定》背后鲜为人知的故事。这个《决定》有很多新内容,需要各级国土资源管理工作者认真思考、全面落实,把土地管理工作做好、做实。
In 2003 and 2004,two rounds of rectifying Iand market have obtained great achievements, and in April 2004,the State Council made a greal decision that land and resources departments should take part in the national macroscopic economic control.In order to consolidate the fruit results on land market rectification and to enhance and improve the macro-control.the State Council introduced a new Resolution on strict land management,which the guiding principles are shown in the foIlowing:first,to carry out the strictest land management system all over the world under the basic national condition in China.that is.clusters of population sharing small patches of arable land;second,to deepen the reform of land management;third,to well manage the land according to new style of industrialization and urbanization.In the Resolution,the most important content is to deepen the reform on land management:to adjust the interests mechanism of land requisition,to adjust the management style of land planning,to permit the collective-owned land entering into land market,to establish personal responsibility systems based on the targets of arable land protection.The strictest land management is vital to grain security,also crucial to promotion of a steady and rapid economic development.Therefore,land and resources government agencies at all levels should seriously study and overall implement the Resolution and fulfill their obligation of land management.
