摘要
改革开放以来,我国利用外资已经形成全方位、多层次以及宽领域的格局,但仍存在重复和低水平引进外资的问题,而且,有相当部分的外资具有明显的"内资外资化"和"政策寻租"的特征。该文分析了我国利用外资的现状和"内资外资化"倾向问题,并提出了相应的政策建议。
Since China's reform and opening-up,China's utilization of foreign capital has formed an all-around pattern of multiple levels and broad fields.However,problems of duplication and low-level still exist in China's introducing foreign capital,and some foreign capital bears distinctive features of 'disguised foreign investment' (domestic capital that flows outside China before flowing back in the form of foreign investment for the purpose of enjoying preferential policies) and 'policy rent-seeking'.This paper puts forward policy suggestions after analyzing the status quo of China's utilization of foreign capital and the tendency of 'disguised foreign investment'.
