摘要
当前水利工程建设中推行项目法人责任制和建设监理制,在一些项目中存在不规范性。很大的原因是非 经营性水利工程项目与现行的水利工程建设管理体制不相适应。依据非经营性水利工程项目的特点,分 析代建制的基本概念及其管理模式,对其实施代建制中面临的包括明确各方责权、转变现有建设管理机 制及其取费原则和诚信、风险管理等进行探讨,有其一定的价值。
The legal person responsibility system and supervisor involved in construction are widely applied and popularized in the recently water project construction but in practice exists breach of rules. The reason is that management system in water project construction are not matched with non-public project construction. According to the feature of non-public interest project basic concept of construction representative approach is examined. Detailed studies are carried out on rights and obligation of the parties concerned and other issues such as how to improve the existing construction management system how to set up charging system how to establish credit and risk management.
