摘要
《公安行政法律文书(式样)》与《公安机关办理行政案件程序规定》均于2004年1月1日起开始使用和施行,二者相辅相成,密切配合。《公安机关行政法律文书(式样)》第一次系统地规范、统一了公安机关办理行政案件的法律文书,既可对办案过程实施监督,又为公安干警提供了切实的法律保护。同时,它也体现了《公安机关办理行政案件程序规定》强化人权意识、程序意识和证据意识的特点。公安行政法律文书的规范与使用,对促进公安机关严格、公正、文明执法具有重要意义。
Both police Administration Legal Instrument ( style ) and Police Security Offical's Regulation ( style ) of procedure to deal with sample and administrative case were put into effec t On Jan ,1st2004.The two parts combined with each other firmly.Supplement an d complement each other.Police Administration Legal Instrument ( style ) first systematically standardize and integrate legal instrument about admini strative case ,which either supervise the whole procedure of a legal case ,or providing pubic security police with actual legal protection.Meanwhile ,it embodies its features of sense in human rights ,procedure and evidence.The standardization and practice of police adminis trative Legal Instrument is significant ,strict ,fair and to promote enforcement by Public Security Organs.
