We should get rid of the misleading con- cept of'attaching importance to waterlogging dis- charge instead of prevention'in the prevention and control of waterlogging in cities.Efforts must be made to actively develop the'Decision-making Sup- porting System for Prevention Waterlogging and Reduction of Disasters in City Based on GIS'and establish the ecological urban planning system for prevention of waterlogging in cities.
