摘要
国民经济计划与城镇规划存在可操作性差、城镇规划体系内部存在矛盾、计划与城镇规划之间衔接性差等问题。建议不再独立编制国民经济计划及城镇规划,并按照“小政府服务大社会”的行政模式整合城乡发展规划。
There exist with the national economy planand town planning the following problems:poorworkability,internal contradiction in town planning sys-tem and poor connection between national economyplan and town planning.Therefore the paper suggeststhat the national economy plan and town planning nomore be worked out separately and conform the cityand town development plan according the administra-tive mode of 'small government serving the big society'.[
