摘要
由于诸多因素的制约,迄今国际社会对恐怖主义的概念尚无法达成共识,但参考相关法律文件、规定和研究成果,却能够总结、概括出恐怖主义所具有的七大特征,从而为其认定提供标准和根据。
As far as the concept of terrorism concerned, the global societies have not reached an agreement about it so far because of many factors. But we can summarize seven characteristics of terrorism, which will set up the standard for determining terrorism, referring to the legal documents, regulations and academic theories related.
