摘要
随着电力市场化改革的不断深入,供电企业为了提高自身竞争力,就必须在保证电网运行可靠性的前提下兼顾经济性。对于拥有多电源、分区域供电电网的供电企业,合理地选择电力供给方和优选购电方案是降低企业综合运营成本、提高电网运行经济性的有效途径之一。作者综合考虑电力供给方的综合电费、辅助服务、综合服务和供电企业自身的电网结构、输电成本等因素,将模糊综合评价、层次分析和专家决策相结合,通过定性分析和定量计算,综合评价各购电方案,合理选择电力供给方,从而减少输电总费用,确保电网可靠、经济运行。该思路已应用于华北油田大型电网,并取得了一定的经济效益。
Alone with the advance of domestic power industry reformation the load service entities (LSE) must pay attention to their own economic profits under the prerequisite of ensuring the operation reliability of power networks in order to enhance their competitive ability. For the LSEs, which possess multi-power sources and sectional power supply network, one of the effective approaches to improve its economic benefit and reduce synthetic operation cost is to rationally choose power suppliers and power purchasing scheme. Comprehensively considered the factors such as the synthetic energy charge, ancillary service and synthetic service of power supplier as well as the network structure and power transmission cost of LSE its own and combined the fuzzy comprehensive evaluation and analytic hierarchy process (AHP) with expert decision-making, the authors comprehensively evaluated various power purchasing schemes by means of qualitative analysis and qualitative calculation and rationally chose the power supplier, thus the total power transmission cost was reduced and the reliable and economic operation of power network could be ensured. The proposed method was applied to the huge power network in North China oil field and a higher economic benefit was obtained.
