摘要
招投标是通过市场竞争形式确立主体合同关系的重要手段,建设工程质量的实现是建设全过程各主体质量行为和活动结果的总和,招投标行为管理对其形成具有极其重要的作用,本文从建设工程及其管理的特征分析入手,论述了招投标过程与质量形成的关系,揭示了政府实施招投标行为监督是建设工程质量政府监督的基本要求和重要措施。
Bids and tender are the important means establishing bodies' contract relation in the form of market competition.Realizing the quality in construction engineering is the sum total of quality behaviors and their outcome of all bodies during construction.Behaviors' management on the bis and tender is very important for forming quality.This paper first analyzes the features of construction engineering and its management.Then it discusses the relationship between the bids and tender and quality-formed.As a result,it reveals that the government's carrying out supervision over the activities of the bids and tender is basic premise and important measures of the government's regulation on the quality in construction engineering.
