摘要
“科教兴国”与“人才强国”是我们的两个基本国策。在高等教育大众化的今天,地方普通高等学 校在全面建设小康社会的伟业中担负着十分重要的责任。地方普通高等学校包括普通本科院校和高等职 业院校,主要不是一种办学层次,而是一种办学形式和类型,它在社会主义现代化建设事业中有着重点大 学不可替代的作用。关键是准确定位,具有办学特色,既不可盲目攀比,又不能照搬照抄,每所院校都要因 时因地个性化发展,保持地方高校的多样性。
Rejuvenating the country through science and education” and “Enhancing the country through talents” are our two basic national policies.With today’s popularization of higher education,ordinary local higher learning institutions bear extremely important responsibility in the great cause of building a well-off society in an all-round way.Ordinary local higher learning institutions include higher learning institutions for undergraduate education and those for vocational education,and they are mainly not of a school-running rank but of form and type.They play a role in building socialist modernization which cannot be substituted by key universities.What matters most is to confirm school-running orientation and features.Every institution should neither compare blindly with nor copy others,but develops individually based on time and location and maintains variety of local institutions.
