摘要
强调建设监理要体现"以人为本"的思想,注重人才尤其是总监理工程师的培养。说明组建一个形式适当、人员精干,尤其是选任好的总监理工程师的监理机构是履行好项目监理合同的关键。建议监理单位对监理机构试行监理费核算包干的经济责任制,同时避免以包代管。着重指出监理机构要以总监为核心,通过内部立规建制实现监理人员责权利的统一,以便能守职尽责地按规范要求开展工作,从而以高效的内部管理实现项目监理的卓有成效。
Based on the conception of people-orientation, we shall put great attention to the training of talents, especially general supervisors. The key of executing well a supervision contract shall be a supervision organization with proper framework and keen-witted and capable personnel, especially with a good general supervisor. It is suggested that supervision company shall try the supervision fee accounting and contact system, while avoiding contract completely substituting administration. It is particularly stressed that rules and regulations shall be set up within the supervision organization with the general supervisor at the core, to realize the unification of responsibility, right and benefit of supervisors, to encourage supervisors to dutifully and piously carry out their work, and finally to realize the fruitful project supervision based on highly effective inner management.
