摘要
“三农”问题难以解决的政策原因在于将三者交织和混淆 ,应分开解决。农业增长和粮食增产均不能解决农民增收 ,应以市场扩张和质量安全为目标重新确立农业发展战略 ,以确保粮食安全。农村问题分解后 ,与农业发展、城市化、行政体制改革等课题结合起来 ,通过制度创新统筹解决。农民问题通过农民转移与土地经营制度改革 ,“以土地换社保” ,按照“先富农民先进城、优质土地先流动”原则渐进式改革 ,随着现代化的推进逐步化解。
The'Three Fs' problems have too many components, which are interwoven with one another. Agricultural growth and higher output of grain do not necessary mean better income of farmers; rural development must be linked with urbanization, institutional innovation and reform of administrative system; and for the farmers, they require more flexible policies on land management, migration to the towns, introduction of social insurance, etc. Hence, it would be wise to consider a one-by-one approach to deal with these complicated issues
