摘要
发展党内民主是加强执政能力建设的关键,只有发展党内民主,才能保证党的团结统一,增强党的凝聚力、战斗力;才能保证党的决策科学化、民主化,保证党的决策正确和执行有效;才能为加强党的执政能力建设提供最有力的制度保证;才能从根本上防止和消除腐败问题,提高党的执政能力。发展党内民主重在体制和机制的创新。为此,必须改革和完善党内的领导体制和监督体制,建立健全分权制约机制;必须构建党内民主运行的程序机制。
Developing democracy inside the party is the key to the construction of reinforcing the party's executive power. Only by developing democracy inside the party can the party's unity be guarenteed, the party's cohesion and fighting power be strengthened, the party's decision be scientized and democratized, correct and executively effective, the most powerful system be supplied for the construction of the party's executive power, corruption be completely prevented and eliminated, the party's executive power be enhanced. The emphasis of developing the party's democracy is on creation. So, the leadership system and supervision system must be reformed and perfected. Division power system be established. The processing system of running democracy within the party must be constructed.
