摘要
强调科学发展观的内涵、意义固然重要,但更重要的是落实科学发展观。其前提是观念的转变特别是领导干部观念的转变,关键是转变政府职能、建立新的干部考核标准,根本是建立全面的监督机制,而完善相应的法律体系、依法行政是基本保障。
Whereas it is important to emphasize the connotation and significance of the notion of scientific development, it is more important to realize it. To do so, the premise is to change of leaders' conception; the key is to change government functions and to establish a new criterion for assessing leaders; the essence is to establish an overall supervision mechanism and the basic insurance is to perfect the corresponding legal system and to administrate in accordance with the law.
