摘要
建立公共财政是我国财政改革的主导目标。生态林业属于公共物品,理所当然成为公共财政要努力确保和重点支持 的领域。本文分析了当前我国生态林业投融资体制的现状与存在的问题,并提出了建立一个适应公共财政框架的、新型高效的、 充满活力的生态林业投融资体制的若干建议。
The purpose of public finance is to meet the needs of the public and provide public product. Public finance should support the development of ecology forestry. The article analyzes the current situation and the problem of forestry investment, and proposes some countermeasures.
