招标文件是招标投标活动中最重要的法律文件,其技术要求、投标报价、评标办法都要翔实,以便招标人、投标人有可靠的依据。其中实质性要求、条件、合同条款、标准和分包都必须清晰明确。
Tendering documents are the most legal documents in tendering and bidding activities.It is required that technical requirements,bid quotations and bid evaluation methods be full and accurate so that the tendering party and the bidder may have reliable basis.Substantial requirements and conditions,terms of contract,standards and sub-contracting must be clear and definite.
