摘要
从水资源可持续利用的角度给出了全新节水型社会运行机制的定义并总结了其自身具有的各种特点,指出节水型社会运行机制是以实现水资源高效和可持续利用,支持经济社会可持续发展为目标的社会内部各种因素相互联系、相互作用的水资源开发利用方式,是社会在运行过程中具有节水效应和功能的带规律性的模式.而且探索性的从社会科学与水利工程学科相交叉的角度详细分析论述了节水型社会运行机制的体系构成及从开发、利用、治理、配置和管理等方面应采取的具体建设模式和战略措施.
The paper defines the operating mechanism of water\|saving society bran-new from the viewpoint of the sustainable utilization of water resources, and summarizes the characteristics of the mechanism .The water-saving social operating mechanism is a regular mode with special water-saving effects and functions. Its main purposes are to achieve efficient and sustainable utilization of water resources and support sustainable economic and social development. With its various factors connected and influenced with each other, the water-saving social operating mechanism is also a way to develop and utilize water resources. Then, the paper discusses the composing of the operating mechanism of water-saving society in detail from the viewpoint of crossing social studies and hydropower engineering science. Furthermore, the paper presents various measures and operating modes for the development, utilization, management and allocation of water resources used in the actual handling case.
