摘要
随着经济的快速发展,水资源短缺的矛盾日益突出,根据石家庄市的基本情况和特点,要利用雨洪资源,只有转变治水理念,构筑雨洪资源利用的工程体系和非工程体系,加强管理,科学决策,优化调度,才能实现雨洪资源利用的最大化,进一步缓解水资源供需矛盾。
With the fast development of economy, the contradiction of the water resource in short is conspicuous. If we utilize resources of rain, we must change the idea of harnessing the river and construct the project and no project system of big utilization of resources of rain , strengthen management, science decision, optimize dispatchers, which could realize the maximization of big utilization of rain resources, alleviate the imbalance between supply and demand of water resource further.
