摘要
沿着自然垄断理论发展之走向, 有必要依据自然垄断的分类对我国传统自然垄断行业重新考察。只有强自然垄断行业的大部分自然垄断业务和弱自然垄断行业的小部分自然垄断业务才属于反垄断法豁免的内容。为适应我国经济情势的变化, 反垄断法和自然垄断产业法应当充实和完善有关内容。
A review of the development trend of the theory of natural monopoly necessitates a re-examination of China’s traditional trades of natural monopoly in accordance with the categories of natural monopoly. Only most of the business of natural monopoly of trades of strong natural monopoly and a small portion of business of natural monopoly of trades of weak natural monopoly belong in the scope of anti-monopoly legal immunity. China’s anti-monopoly law and law regarding industries of natural monopoly must be perfected to accommodate its economic development.
