摘要
高等教育从完全免费到收取学费是高等教育体制的一项重大变革,学费作为对高等教育的成本分担到高等教育的价格分割是对学费属性的重新认识,影响和决定着学费的形成机制。学费的形成机制进一步影响着高等教育中政府、高校、学生等各方的权利与义务。
It is a great transformation for the higher education system to change from free education to the charge of tuition. Shift of attitude toward tuition, from cost share to price division of higher education, is the recognition of nature of tuition, which influences and determines the mechanism of tuition. The mechanism of tuition also influences the rights and obligations of government, institutions of higher learning and the students.
