摘要
以西部人口大省四川为实证分析对象 ,在建立人力资源积累与配置经验模型的基础上 ,针对四川当前人力资源积累和配置中存在的问题 ,提出相应的政策建议 ,以期实现从人口“包袱”向人力资源的转变。
This paper is focused on how to transfer population burden to human resources as economic factors in populous Sichuan province in the western China. Based on the models of the accumulation and allocation of human resources of Sichuan, this paper puts forward some suggestions on rational human resources development.
