摘要
加快新时期农村经济发展的根本条件是加大农村人力资本投资。当前农村人力资本投资存在着严重的体制性因素,必须转变观念,建立适应农村现代化需要的教育体制,构建农村人力资本的积累机制,构建适宜于农村条件的医疗保障体制,建立与发展农村人才市场,促进农村人才的合理流动。
The Central Economics Working Conference pointed out that, the increase of the agricultural production and peasants income is the most important thing in 2005. The fundamental condition of quickening the rural economic development in new times is enlarging the manpower investment. But some system factors restrict it. We should build up the education system to meet the rural modernization; construct the rural manpower accumulation mechanism and favorable rural medical guarantee system, build and develop rural manpower market and facilitate the rational flow of the rural brains.
