摘要 八十年代以来,已查明铁路沿线泥石流沟1,386条。1946—1985年间,共发生破坏线路、淤埋车站的较大灾害290多起,平均每5条泥石流沟中发生过一次较大灾害,颠覆列车8起,伤亡百人以上的重大事故2起。各地泥石流灾害成因分析说明,当前科学管理是泥石流防治工作中最薄弱环节。文中提出了建立科学管理体系及时总结经验,尽快实现标准化;贯彻预防为主的方针和加强法规建设和实施的建议。 1,386 vallies with debris flows have been found since 1980s. In the period between the years of 1949 and 1985 more than 290 greater calamities in destruction of railway, deposition of the stations occurred. Among them were eight overturns of trains and two severe accidents with more than 100 casualties. And a catestrophy was occurred in every five deris flow gullies. The results of the cause analysis indicate that the current management is the weakest link in the prevention of the debris flow. It is advanced to establish scientific system of management, to sum up experiences in time, to standardize as early as possible, to carry out the policy of taking prevention as the leading work and to strengthen the construction of laws or regulations and implementation.
