摘要 阿富汗战争是美国在新世纪之初发动的一场世界性的'反恐怖主义战争',目前来看不可能在短期内结束.它标志着美国的国家安全战略已经迅速地转向全球范围内的反恐怖主义,而国际关系也将因这场战争而进入新一轮的调整阶段. In the first part of the article,the author tries to argue that the U.S.anti-terrorist war against Afghanistan really has a sense of revenge,but most likely it is a result brought about by a deep-sighted consideration and planning.To the United States,the author says,it is relatively easier to decide a military action,but what is more difficult is to make sure how to win the war completely and at the same time to avoid the enlargement of differences between the United States and the Islamic world.So,the first priority should be given to the diplomatic activities which must ensure the success of military actions and the internal security.The author then discusses the time span needed for waging the war and believes that the war can not be concluded very soon.First,the current U.S.military action is focused on striking the Taliban's military power,and the termination of bin Laden's terrorist force has been put into the second place.Second,America's next move after the overthrow of the Taliban will be the establishment of a new regime in Afghanistan.Third,the U.S. seems not very eager to destroy bin Laden.Fourth,the U.S.is not likely to dispatch ground forces to Afghanistan immediately.Zhu maintains that it is possible that the number of targets for U.S.military strikes could be increased,and Iraq would very much likely be the next one because the U.S.Defense Secretary Rumsfeld has already listed Iraq as 'terrorist country.' Other targets to be named by the United States may include the anti-governmental armed forces in the Philippines,Malaysia and Indonesia.Zhu concludes that owing to this anti-terrorist war,the international relationship will face a turning point and a new era for a new international relationship will come into being.
