为了正确评价改革开放后十几年来中国沿海煤炭运输系统投资建设和日常运行的合理性 ,建立了一系列评价指标计算公式 ,包括对港口、运力和港航系统 3个方面的评价 ,提出系统综合评价指标和环保指标。为了区分不同大小设备的作用、贡献不同 ,采用了按设备额定设计能力进行加权平均的指标计算方法。评价模型已用 Visual
In order to investigate the rationality of the former investment on harbor and ship facilities of coastal coal transportation during the middle of 80's and the end of 90's in 20th century in China,a serial evaluation indexes are presented for ship port system of coastal coal transportation. The indexes include three parts of port indexes,ship indexes and system indexes.And the system indexes are especially distinct and are the principal ones.Another distinction is that large facilities are given large weight in the calculation of indexes to consider the difference between large and small facilities.The result of this evaluation can also be suitable guidance for the future planning and investment of the transportation system.A software system for the calculation of the indexes is programmed at same time to facilitate and simplify the procedure of the quantitative evaluation.
