摘要
本文通过对私有和公共物品和服务的界定 ,对市场和政府的经济职能加以粗略地区分。对公共物品和服务的生产和提供的区分 ,进一步限定了政府的经济职能。一种比较制度分析和设计的理论架构 ,帮助我们思考如何有效地解决转型经济面临的制度改革的问题。
The economic function between market and government is divided in terms of private public goods and service.The difference and separation of production and provision of public goods and service linit the further eco- nomic function of government.Thus,a theorefical framework of comparative institutional analysis and design helps us think about how to solve constitntional problems in transtional economy of China.
